redhat -> rhel

Change all 'redhat' to 'rhel' to match the naming we use for SLES.
This include file names (e.g Rules-redhat.mk, redhat-bootaction.xml)

This is a big change and some 'redhat' string may be correct when handling the OS pallet and the directory structure of pallets in general.
