Describe the problem
During measures with not a single note inside, if its measure length has been set (XXX02:0.500000), it's being completely ignored (turning it into a XXX02:1.000000 internally)

Its easier 7-key one (included in the video description) looks even worse because of this issue.
Describe what should happen
If anything has been set, everything inside the .pms file should be applied and nothing should be skipped (unless the entire stepchart has 0 notes, maybe)...
