Zippy Limit Switch Override

Zippy's Hall Effect Sensor for zeroing the elevator was not working minutes before a match at WOC. The elevator was hence automatically disabled because it could not zero. As a band-aid fix, I bypassed the elevator zero sequence by forcing the elevator to zero on Robot-Init. This is very sketchy and we need to fix the sensor.
