[Bug]: Some languages have differing Preference Menu placement

Description

Some languages have the Preferences menu bar item under File instead of TagStudio. Also the affected languages don't have the cmd + , keyboard shortcut

Affected Languages

• German
• French
• Hungarian
• Polish
• Russian
• Spanish
• Tamil
• Turkish

Expected Behavior

The Preferences menu bar item should stay under TagStudio and should have the keyboard shortcut no matter what language is being used

Steps to Reproduce

1. Set your language to one of the affected languages in the TagStudio settings.
2. Check the menu bar for the Preferences item under File

This is definitely a MacOS specific bug as I can't reproduce on Windows 10 (On Win10 there is no TagStudio menu, it is always just the File menu). Also could you elaborate on what the Cmd+ , Keybind does for you? (I can't find this in the codebase so I assume that that is a MacOS specific thing as well)

Ah okay that makes sense. I totally forgot that Windows doesn't have the same menu bar.

So for most macOS apps under their name is where the preference item will show and it will have a Cmd + , keyboard shortcut.
Here is Mail for example:

The same applies to TagStudio when one of the non affected languages is being used.

But when using an affected language the menu will appear under File instead.
