[Feature Request]: Translatable tag names

Description

Currently, all of the built-in tag names are in English, and any user-defined tag names are stuck in the language the user wrote them in. This can be an issue for users who wish to share tags with others who may speak other languages (#196), or users who speak multiple languages and want to translate tag names to the languages they speak.

Solution

Change the name of built-in tag names to instead use a translation key, and provide translations for them.
As well as this, when creating a tag, give the user the option to either define a basic name, or a translation chosen from the library's user-defined translations (#1162).

Translations on tags is something I have loosely mapped on the roadmap, as it would something that would be beneficial once tag sharing is standardized and implemented. It would also help solve the issue of the built-in tag values being set in English with no official variants.

Since tags have multiple string values (names, shorthand name, aliases, etc.) and are also planned to have an additional description field, each of these elements would need to be considered for optional translations. Since I've considered this a "further down the line" feature I haven't put too much thought into the database structure of such an ability (I see you have some thoughts over in #1162), and have so far just been planning around it from a sharable-format perspective.
