Dockerfile doesn't build because OpenJDK 11 images no longer exist.

Replace the Docker images.

With the help of DEVOPS this has been determined to be the changes needed:

Use eclipse-temurin:11-jdk-jammy and install maven for building.

Use eclipse-temurin:11-jre-jammy for runtime.
