Time Setting

I don't like that it's always day and I can't configure the mod from the Forge mod list at the main menu. I found the config file that contains the setting but I can't edit that either. In-game time commands do not do anything. Any way to fix it?

My main thing is that I want to encounter mobs on the surface. I haven't tested whether they spawn underground but still, I'd like for the to spawn above ground during the night. I built a little fort, expecting night that never came.
