Languages should be able to define `Wrapper(s)`

This is inspired by the translation of #998 and #999.

Any language should be able to define a .Wrapper(s).  

If they are defined, the wrapper can help dictate how PowerShell or PipeScript is embedded, not translated, into the resulting language.

If they are not defined, a similar fallback to .Translate could be used.
