Broadcast time packet when driver station connects

We can use this to sync time between devices. Maybe also periodically broadcast the current time (every 5-10 seconds?) and add a process which just listens and updates the time on Jetson.

Another way to do this would be to just host a simple web server on the roboRIO which responds with current time, and request it from the Jetson.
