Generate ACL on each manifest entry from policies file

Authoring currently index all manifests files (for lookup and search), it'll be useful if in this process (that happens every git update) we'll add some transformation to each manifest to add ACL data based on policies.
That way, we can give better UX in the editor (for example, hide keys, disable save button, etc...)
