out of sync channels b/w qurey-service and alertmanager #36

Alertmanager syncs the channel list on two occasions
- when it starts up
- when an alert channel is edited/created/deleted from the settings page

This creates case(s) where the channel list in alertmanager is out-of-sync with query-service

Create a new SigNoz installation
There are no channels because of the fresh installation
Restore the previous db for query service
Now, the query service has all the alerts but alertmanager doesn't
