Goals (and ideally Product Backlog Items) already have measurements. Saying "Definition of Outcome Done" makes the distinction clear, but usually one thinks of an outcome being achieved rather than Done.
"Outcome achieved" refers to the successful realisation or accomplishment of a desired result or objective. It signifies that actions taken have led to the intended effect or consequence, marking progress towards a goal.
