Dependencies not fetched when using http proxy server

lein checks the $http_proxy, $https_proxy and $no_proxy environment variables which allows lein to fetch dependencies when behind an http proxy server. However, when using lein-tools-deps to fetch dependencies there is a connection timeout and no recorded access within the Http proxy logs.
