Free transit and parking cashout for specific zones #319
Description
These were added for the SEA-TAC model, but were programmed so that they can be run more generally for specific work zones for any model. The main changes are in Configuration.cs, PathTypeModel.cs (GetTransitPath) and Default.Models.WorkTourModeModel. A Word Document is attached.
