Mixcoatl needs a "dcm-deprecate-machine-image" and "dcm-undeprecate-machine-image"

Not much else to say, except I don't think the API supports un-deprecate yet.

Here's the json to deprecate an image:

I have added a dcm-deprecate-machine-image tool. It does not appear to work (tested against k30-rc1). Also, there does not appear to be functionality to support un-deprecate within the API. Leaving this as a branch to look at in the future.
