Option to tag edits

Edits through the MCP server should be tagged in order to be easily logged. The solution could be:

• an option to specify a tag in config.json
• add the tag in the API call if defined in the configuration.

This is also discussed in #24

Currently we log MCP actions by adding appending the comment (via TOOL-NAME on MediaWiki MCP Server) in any actions that are logged (e.g. create, delete, edit, etc.). That aligns with it was handled in AutoWikiBrowser, which is another bot framework that is commonly used.

To support the MediaWiki tag approach:

• We need to first move the edit-page and create-page tool from REST API to Action API (using mwn) in the MCP server, since the REST API does not support tagging edits
• Wikis have to create the tags manually (usually administrators since it requires the managechangetags right)

It is trivial to do the API migration now since we have mwn set up. We need to do the migration anyways to get section editing implemented to bypass #40.
