Add Outline support for DSC Resources in a Configuration

Within VSCode you have the ability to look at a file and see the Outline which seems to be able to take you to Variable definitions as well as function definitions as per below

Ideally I would like this to be able to also link to DSC Resources within a DSC Configuration, however as DSC resources aren't shown within the AST I'm not sure if this something that you would be able to easily surface
