Summary
The SNAP Standard Utility Allowance (SUA) parameters are missing values for FY2020 (2019-10-01) and FY2021 (2020-10-01) across all states. Current data jumps from FY2019 (2018-10-01) to FY2022 (2021-10-01).
Discovered during review of PR #7726.

Data Sources Needed
- USDA FNS SUA spreadsheets for FY2020 and FY2021: https://www.fns.usda.gov/snap/eligibility/deduction/standard-utility-allowances
- For Indiana specifically: use May 1 effective dates (not October 1) per FSSA transmittals. Indiana's SUA values may differ from USDA spreadsheet values β verify against archived Indiana FSSA Policy Manual Section 3020.00.00.

- Indiana and Maryland use non-standard effective dates (May 1 and January 1 respectively). See USDA spreadsheet footnotes.
- The USDA spreadsheet values represent what FNS has on file, which may differ from what states actually implemented (confirmed for Indiana FY2025: USDA listed $502, Indiana used $473).
