Gem install origen with ruby 3 #441

gem install origen when run with ruby 3 as the active install is fetching and installing 0.34.0 even though the newer version (0.67.0) is displayed with gem list origen --remote. The web install instructions may need a note added (to instead download from rubygems and install from the downloaded gem file?).
