For Netty WOLA project, investigate and fix intermittant 500 Internal Server Error

Both the original and simplified WOLA test app are subject to an Internal Server Error which is intermittent but as such prevents them from being run from Jmeter for measurements.

This was caused by the CICS service level. Once we got it updated this problem went away.
