The development was and is guided by some use cases but they need to be written down and discussed.

Example: The very high importance of issue #4 only became obvious after considering the necessary steps to export and import OpenGovLD data. See politik-bei-uns/politik-bei-uns-scraper-old#1 and politik-bei-uns/politik-bei-uns-web-old#6 and politik-bei-uns/politik-bei-uns-web-old#13 (mostly German).
