[Feature Request]: J-Link settings - RTT support and remote J-Link connection

Description

Build up on #617 and extend debug configurations to support RTT features in combination with telnet settings.
Split from original issue, at risk of making it into 1.3.0 release.

Investigate how to select TCP/IP instead of USB J-Link connections as a side task (debug adapter template vs unique debug unit ID selection).

Note that currently, it seems that J-Link - Telnet does not support retargeting to a Text File. This option is available for pyOCD adapters.

We should check with Segger if there is a J-Link Server feature that supports this.
