Looks like this should be in the issue section. But np we'll try to figure it out here. My first guess would be that you did not properly reboot the tv after enabling dev mode. Hold down the power button to reboot it until you see the OLED/QLED screen (or something similar). You seems to have verified the IPs, but just to be sure :

Followed the step-by-step to a t, and still getting an error connecting to my TV.
Verified the IP. fail
updated to static. fail
any ideas?
