OMBI does not sync watchlists when items are deleted server side and then re-added by user #5352

Related to: #5311 which was marked as "fixed" but still seeing the same problem. Restated below:
Summary
After deleting items in Plex, a user should be able to re-request it by removing an item from their watchlist and re-adding it.
STR:
delete item from Plex
have specific user remove item from watchlist
resync ombi with Plex (automatic)
have specific user re-add item to watchlist
ER: Item should resync and enter ombi request queue
AR: Item is not synced to request queue and cannot be requested again except through OMBI UI
