[Bug] Determine the expected navigation behaviour for unreferenced display sets with the same FOR of a hydrated SEG #5745

Describe the Bug

When hydrating a SEG, what is the expected navigation behaviour for other/unreferenced display sets that are part of the same frame of reference as the referenced display set for the hydrated SEG?

At present other/unreferenced display sets may sometimes navigate and/or change image ordering when the SEG is hydrated.

Steps to Reproduce

  1. Load the study https://viewer-dev.ohif.org/segmentation?StudyInstanceUIDs=1.3.6.1.4.1.14519.5.2.1.3671.4754.298665348758363466150039312520
  2. Note the image position of the bottom left viewport. It is on image 1.
  3. Hydrate the SEG T2 Weighted Axial Segmentations by dragging and dropping it into the top-left viewport. Note that the referenced display set of this SEG is the same as that of the bottom left viewport display set.
  4. Click Yes to hydrate the SEG.

The current behavior

The bottom left viewport is now on image 40.

The expected behavior

TBD. Is this the correct behaviour?
