"Create Bill" button doesn't do anything

Describe the bug

The reconciliation page has a "Create Bill" button, which I assume comes from the reconciliation model of the same name.

However, nothing happens when I click it. What's it supposed to do?

The "Internal Transfers" button next to it works as expected.

1. Go to a bank statement with unreconciled line items
2. Click "Create Bill"
3. ???

Expected behavior
It should do something.
