Epic 9: User Story 6: Implement the Manage User Modal

As an admin, I want to manage user actions (edit, delete, assign roles) within a modal so that I can perform tasks efficiently.

Acceptance Criteria:

• Start with a Mobile first approach
• The modal should be pixel-perfect with clearly defined action buttons.
• It should include options to edit user details, assign roles, or delete accounts.
• The modal should allow bulk actions if multiple users are selected.
• It must be fully responsive and accessible.
