Add a requested action that passes the check

To give users more freedom, add an option that adds a requested action button to the check run that simply passes the check run automatically.
This must be an option so repository owners can control if this is possible to do.
The comment in the PR should be updated to reflect that while the check failed, it was marked as succeeded following the requested action.
