Allow a drop down vertical slider from the console that controls any system audio that's played via IOUtil if that's the right class.

This should be a left button that pops a drop down like the audio player menu but to the right of the taskbar menu with a slider to control the volume. Will need to improve console frame bounds and magic numbers while we are at it since might as well.

Maybe have a SystemAudioUtil class since some of the stuff of IO util doesn't rly make sense. In fact maybe that util file shouldn't exist.
