CI: Avoid using any container in the build-wheel workflow

It takes ~6 mins to pull a super massive container, only to build a noarch wheel that takes merely a few seconds. Even Windows driver installation (~3 mins) is faster than this. It makes no sense. Just use the cibuildwheel action.
