Jurisdictions like Puerto Rico and Minnesota cap the number of credits a customer can carry over month to month.
Puerto Rico does this on a kWh basis: https://www.solarqcgroup.com/solar-incentives/PR/2846/puerto-rico-net-metering
Minnesota does this on a $ basis: https://www.energysage.com/local-data/net-metering/xcel-energy/
