Marine Tidal / LCOE Calculator default case opens with UI error

Describe the bug

The default Marine Tidal / LCOE Calculator case displays a UI error when it opens.

To Reproduce

1. Create a Marine Tidal / LCOE Calculator case.
2. See error.

The error seems to be triggered by loading the Time Series option on the Tidal Resource page.

There's an issue with initialization of the tidal resource library on first open. Switching from Frequency of occurrence to Time series fixes this (you can then go back to Frequency of occurrence). Completely exiting SAM and reopening after doing this for tidal configs (LCOE and None) removes the error in subsequent runs. I can't replicate the initial error in the dev version (SAM or SAMOS) or the RC, @sjanzou any ideas on what's different for the release?

Hmmm.... when I download and install the 2024.12.12 release and create and Marine Tidal / LCOE case, I receive no error on Windows:

Also, when the release is downloaded and tested on MacOS, the Marine Tidal / LCOE configuration opens and runs without issue

@mjprilliman, I checked the commit history and cannot find any changes between the release candidate and the full release in SAM-private...did any library folders change?

Yesterday I was able to replicate this error reliably (in Windows). Today, the case opens with no error, even after I uninstalled and reinstalled SAM 2024.12.12.

With the 2025.4.7 Windows version, there is no error for me when opening ME Tidal /LCOE calculator:
