bug: Plexos file parsing #176

Describe the bug
When I have Plexos files where the Fuel cost time series is a csv file with year, month, day (without hour) and each plant name in each column, it exports wrong values. I noticed it exports the same value for each month for each plant.
To Reproduce
Please use DR files. I tested it in r2x v1.1 and 1.1.5
