This will provide the required observation files for the fv3jedi snow DA in GFSv17 retrospective experiments, contributing to a test combining the soil DA and the snow DA.

The pickup location is /scratch1/NCEPDEV/stmp4/Jiarui.Dong/glopara/dump/ on hera at gdas.YYYYMMDD/HH/atmos/ and gfs.YYYYMMDD/HH/atmos/.
