Enable HPSS transfers on Gaea C5/6

What new functionality do you need?

Gaea needs to be able to send data to HPSS. Only the dtn_f5_f6 partition on the es cluster allows connections to HPSS.

What are the requirements for the new functionality?

The archive jobs are able to send backup tarballs to HPSS.

Acceptance Criteria

• The correct nodes are used
• Archive jobs run correctly
• Tarballs archived on HPSS are verified

Suggest a solution (optional)

A new cluster, partition, and QOS will need to be added to config.base, workflow/hosts YAML files, and the workflow setup scripts. The should be named something like

CLUSTER_DTN
PARTITION_DTN
QUEUE_DTN

For most systems, this will be the same as the service partition, but for Gaea, it will be, respectively
