Update path to Hera spack-stack

What new functionality do you need?

ufs_weather_model PR ufs-community/ufs-weather-model#2579 notes that the spack-stack path is changing on Hera. Specfically,

/scratch1/NCEPDEV/nems/role.epic/spack-stack/

becomes

/contrib/spack-stack/

This issue is opened to document the necessary changes in Hera modulefiles.

What are the requirements for the new functionality?

All modules are loaded correctly and run as intended in the global workflow.

Acceptance Criteria

Results are reproducible against the /scratch1 builds.
