Add processing for GOES-18 #30

Goes-18 netcdf files are now in the dcom tanks. Soon Goes-17 will not be. Need to make changes so that Goes-18 is processed and Goes-17 is not.

Will also need new fix file fix/codaclim/ABI_G18.loc. It is the same as ABI_G17.loc
Since Himawari-9 is planned to be operational in April 2023, also add ABI_H09.loc (same as ABI_H08.loc).
