The workflow is now in scripts on all platforms (wcoss, wcoss2, and hera for the hera-public branch). Put the workflow into ROCOTO for the wcoss2 platform. I don't think it's needed for the other platforms as wcoss is going to be decommissioned soon and hera is for only a small group of users.

Started some real research into this issue. Started looking at how global workflow creates their xml files.
