Standardize and augment keywords

Issue Description

The keywords field is potentially a useful field for evaluating the relevance of a search result; however, many records do not have a value for this field. Standardizing and augmenting this field could be useful.

See: NIAID-Data-Ecosystem/nde-portal#147 for an analysis of the coverage of keywords performed in August of 2024

Metadata improvements to this field are necessary before NIAID-Data-Ecosystem/nde-portal#250 can be addressed
