Standardize MeasTech Metadata for Sources with existing Regular/Semiregular values

Issue Description

Based on what we've observed for measurementTechnique standardization and augmentation, we will need at least two processes for standardization:

• Text2Term-based
• Mapping-based

We can move forward with the mapping-based standardization. Certain sources appear to use enum values for their measurementTechniques or at least have a semi-regular vocabulary in place. For these sources, we should simply map their values to Ontologies to standardize the values. These sources currently include:

• NCBI GEO (mapping done, note that mapping is one to many for this one)
• LINCS (mapping done)
• REFRAMEDB (mapping done)
• NCBI SRA (mapping not yet done)
• VDJ Server (mapping done)
• ClinEpiDB (mapping done)
