Describe the bug

similar to #1670 , but #1670 is on 1.20.6, this time is on 1.21.
plugin cannot be enabled

To Reproduce

1. install plugin

Expected behavior

plugin can be load

Actual behaviour

plugin cannot be loaded

Additional context

/petadmin ticket command cannot be used, plugin is not loaded

Can you provide a list of your plugins?
Normally that issue is caused by Citizens but I'm running the same setup (Paper, Mypet, Citizens) and it's working fine so my next best guess would be a different plugin

Same error here, on 1.21.1 purpur server, I'm been waiting for one fix for this
