Decision on paid github license in response to project(s) requests

Projects are already asking for paid github for additional functionality. See pricing.

Formulate a policy on this and make a decision.

What functionality is needed? Team or Enterprise?

For one of these projects mentioned that only mirrors code to minbzk: the Team plan would be sufficient, as we'd primarily use the branch protection feature to prevent force pushes and enforce signed commits. If we were developing on minbzk we'd use most of the other features around codeowners and PRs as well.

Enterprise is mostly about SSO, having an SLA and advanced auditing features which you might want to use in the future.
