Quick question on unequipable gear

I started a character, made myself GM, bumped myself to BLM 99 and completed the genkais / merit / jobpoint unlocks. I then gave myself the Wicce Attire Set +3 but when I try to equip it nothing happens.

I haven't played retail since 2016 so I'm not sure if this is a coding issue or a progression issue (am I missing a quest or Key Item?). I maxed out my job points and it doesn't have a Su tag so I don't think it's that. I'm also not seeing anything in the xi_map logs. Just curious if anyone knows what's going on. I'm having fun playing around with the server side of things so if it's a lack of scripts for this equipment set maybe I can give writing them a go.

Some gear that is 76+ might have missing stats or missing the slot option which that item would need to be added in the item_equipment.sql looking like the +1 set added but no +2 or +3
