Add Shortcuts for Steps #51

It would be great if you could just enter say "lv-build" instead of labview-cli "D:\blah.vi".
I think this should be easier enough using the instructions at https://stackoverflow.com/questions/20530996/aliases-in-windows-command-prompt and including something in the installer.
