Refactor codebase to be generic

Currently the orgchart_nexoan code is specific to the Sri Lankan government organisation structure. The codebase must be modified to be generic such that it can be used for any organisational structure. This will involve removing any hard coded rules and moving them to config files.

Also look into a rule-based language such as Spectral for defining rules.
