Any plan for the next OSS release

Hi maintainers, it's been a while since the last OSS release 3.9.1. Want to know if there's any plan to release the next version for OSS?

I did see the discussion in #14405 and fully understand that the community doesn't expect to maintain the official Docker image for OSS users. However, it's quite unusual to stop releasing new tags since the community is still merging outside PRs. I'm not sure what Kong's community strategy is for now, but what I can see is that commits in the last six months have been sharply reduced.

As a community user, we don't have the right to ask the community to clarify the OSS maintenance plan. But it would be helpful and grateful to let users and outside contributors know that, so they can make their choices.
