Yes, it's normal. Bulk Crap Uninstaller (BCU) reads installation dates from the Windows registry. When you reinstall software, it may retain the original install date unless the uninstaller completely removes all traces. Since you've disabled System Restore and Backup, the registry might not reset the date. Try using a deep uninstaller or manually deleting leftover registry entries.
In short , it is due to registary date of the software in the system.

for example,
i install the software in 15th.1.2025, and i uninstall it on the same day.
and i install it again but in 20th.1.2025.
in the Bulk-Crap-Uninstaller, i see the Install Date that is 15th.1.2025.
is it really a normal show?
i have banned System Restore and Backup.
