When adding a new (not used tag), it doesn't show up in stage workspace

1. Open content workspace
2. Set a new unused tag on any content
3. Notice the tag filter will appear on the left in the list
4. Go back to stage workspace

Notice that the tag filter will not appear in the stage workspace content panel.
