Hollow decoupler impulse strength is based on the inner diameter

It should instead work like mass and cost, which correctly decrease as the inner diameter increases, not the other way around.

@J2583 I submitted #364 that bases the force from mass not diameter so it will have the same max force for both types of decouplers assuming equal mass.
