Escalate Base64 functions deprecation to `ERROR`

Tuulbox's Base64 functions should be marked as `ERROR` deprecation level when [stdlib support](https://kotlinlang.org/docs/whatsnew-eap.html#experimental-support-for-base64-encoding-in-standard-library) is considered stable.
